It is hard to imagine any expression of the Basque Country, where social conflicts are slowly overwhelming the whole community, not based on the idea of stressing out, of tension. We understand that huge constructed masses, with similar proportions in their three dimensions, based on an axial layout, contribute not only to the physical endurance of the landscape limits but to the psychological resistance of the inhabitants.
Resulta difícil imaginar cualquier expresión del País Vasco actual, donde la tensión social está desgastando poco a poco a toda la población, que no esté basada en el desahogo, en la distensión. Entendemos que implantaciones de macro bloques, con sus tres dimensiones similares, sobre un trazado axial, contribuyen tanto al agotamiento físico del territorio como al psicológico del habitante.
We do not believe in the shabby and often-used urban planning design proposed for this area, as it could lead to the town spreading out towards the “Ria del Nervion.”
No creemos en el urbanismo manido y ruidoso que propone el planeamiento vigente en esta área, con la finalidad de extender el casco urbano a la ría.
We try to avoid any elements that interrupt the environmental perception. We defend the possibility of making dear the urban subject´s geographical position and his awareness of the locus itself. To be means both being within a place and being part of the place.
Intentamos evitar la implantación de cualquier elemento que interrumpa la percepción del medio. Proponemos que el ciudadano, el sujeto-espectador, conozca su orientación y situación geográfica, hacerle ser más consciente del lugar. El ser es sinónimo de estar, de estar situado, de ser en situación.
The site is an artificial piece of land edged by water, like a cape. The limits are the Galindo River to the North and the “Ria del Nervion” to the West. To the East, it is limited by a new planned avenue that pretends to be configured by two long rows of regular blocks on both sides. From our point of view, both the site geometry based on a hypothetical enlargement of the land to the water, and the rows of blocks proposed in the existing urban planning are questions that can be rethought.
El solar es un terreno artificial al borde del agua -concierto carácter de “cabo” – Se encuentra en una zona limitada al norte por el río Galindo, al oeste por la ría del Nervión y al este por una avenida, que se pretende configurada, con viviendas en bloque de manzana cerrada a ambos lados de ella. La forma del solar, ganando terreno a la ría, que propone el programa, todavía no existe, al igual que los citados bloques. Entendemos la forma del solar y el planeamiento de la zona susceptible de modificación.
Our urban proposal for the site is to build a membrane, a pervading surface that allows physical and visual transgression of the town towards the “Ria.”
La propuesta para el solar radica en la permeabilidad de las implantaciones. Potenciar una extensión, más perceptiva que puramente física, del casco urbano a la ría.
The layout type we are using is a tidy stacking of inhabited cells following the water edge, enhancing the edge´s presence. The pervading of this piled-up is based on a simple rule: the alternated superimposition of inhabited cells and voids, lying tangentially one on top of another.
El patrón de asentamiento que proponemos es el apilar ordenadamente una dispersión de unidades e implantar el conjunto en el borde de agua acusando el peligro geográfico del límite. La permeabilidad del apilamiento en el borde se consigue con un gesto elemental: la superposición alterna de unidades habitables cabalgando tangencialmente unas sobre otras.
To make this visual mechanism work, it is vital to create an urban gap between the membrane and the core, replicating the gap that the “Ria” constitutes in the context. By doing that, the urban grid will be dematerialised and the gap will become a place with its own identity as an object, which permits the physical and visual stretch-out of the subject.
Para que el mecanismo perceptivo propuesto funcione, el proyecto requiere de una desdensificación urbana en simetría con la desdensificación que aporta la ría en el paisaje. El conjunto edificatorio de viviendas apiladas y el casco urbano agradecerían un desahogo espacial de uso público entre ellos: una liberación del territorio, previa al límite, que facilite la orientación y ayude la percepción.
The core (Barakaldo), the inner gap (the new square), the outside gap (park), the membrane (housing chain), the “ria”, another core (Errando town), the mountain, become a sequential constitution of elements that work both forwards and backwards.
Casco Urbano (Barakaldo) / vacío encastrado (la plaza) / vacío liberado (el parque) / filtro vertical permeable (las viviendas) / ría / casco urbano (Errando) / Montaña. Son elementos que configuran una secuencia en el proyecto creando unas interesantes relaciones perceptivas entre ellos.
The Park | El parque
“Parke”: a dual condition, as an urban park above and a car parking below. The roof becomes transitable.
“Parque”: Superficie ajardinada, transitable y de uso público que a la vez cumple las funciones de cubierta de un parque.
By reconfiguring an existing avenue, we propose a “parke” to liberate and connect the cape´s landscape and the visual lines between the new square and the Ria, respectively.
Para la reconfiguración de la avenida y en el intento de liberar el paisaje del “cabo” y conectar las vistas de la plaza pública entre bloques con la ría se propone un “parque”.
The park, an artificial topography, is ductile in opposition to the vertical back rigidity. It is constituted by a new substrate, and overlapping of different functions, a transitable big top that swallows up a car parking program for the latest and existing settlements.
Una topografía artificial, dúctil en contraposición a la rigidez del bloque vertical, un nuevo sustrato artificial sobre otro, una carpa transitable, un terreno flotante que aglutina las funciones de un gran aparcamiento que sirve a las nuevas viviendas y a la nueva ciudad.
The park´s access is comfortable and easily used, going beyond the local residents.
El acceso al “parque” es cómodo – la pereza del desplazamiento mermaría sus funciones – superando el ámbito de uso local.
It is unthematic, non-referenciable, and mono-rendered, in opposition to the multi-rendered language of the new existing square. The park is a roof, which includes a playful agenda incorporating a dispersed and free capacity which allows multiple interactions of behaviours.
El “parque” es atemático, areferencial, unitexturado – en contraposición y complemento al lenguaje multitexturado de la nueva plaza. En una cubierta con uso lúdico, que permite un aforo disperso y libre, y su escala facilita tanto el esparcimiento individual como el intercambio colectivo.
The project attends the construction of the park before the housing construction, to promote their real estate. It also proposes the substitution of the actual master plan housing proposal for new slim towers arranged at the West and South of the Portu dock.
El proyecto contempla la construcción del “parke” en una fase previa a la construcción de las viviendas facilitando así la promoción inmobilaria de estas y propone que las viviendas planeadas eliminadas en esta propuesta – las que están situadas al Oeste del solar, se apilen en esbeltas torres al Oeste y al Sur e la Dársena de Portu.
The Housing Block | El conjunto de viviendas
“Permeo”: an inhabited space where one of its three dimensions of paraments is removed.
“Permeo”: Habitación en la que una de sus tres dimensiones está liberada de cerramiento.
The chessboard stacking of inhabited units creates an urban complex pervaded by the landscape. We call these liberated spaces in the block “permeos”. In them, the inhabitant is conscious of their well and their physical relation with the landscape. The subject is aware of the spatial condition defined by both the visual relations between the city and the landscape and the pervading condition of these relations.
El apilamiento en damero de las unidades habitables crea un conjunto edificiado de viviendas permeables al paisaje. Los espacios que libera esta tipología de apilamiento son “permeos”. En los permeos, el sujeto-habitante es consciente de su morada y de su orientación, es consciente de la condición de un espacio que participa en las relaciones perceptivas entre ciudad y paisaje y que se inunda de ellas.
The residential area creates a flexible macro-scale of building layouts in opposition to the micro-scale of the individual units. The growth and stretching of the intervention doesn´t mean a change of the agenda. The site dimensions and the residential program define the length of the housing chain. The stacking of units enhances the privacy of these individual units: the units do not almost touch each other. Instead of being a row of units, they form a net of units, where each of them has six faces —the six faces of a parallelepiped —in direct contact with the landscape. The repetitiveness of units suggests a global perception by the beholder. At the micro-scale, the rigidity disappears.
El conjunto crea una macroescala flexible en implantación y extensión (el crecimiento o decrecimiento físico del conjunto no alteraría el concepto proyectual, el tamaño de la cadena arquitectónica lo determinan las dimensiones del solar y el programa residencial) frente a una microescala rígida que supone las unidades habitables. El apilamiento del proyecto potencia, además el concepto de intimidad doméstica: las unidades habitables prácticamente no se tocan físicamente, no son unidades adosadas, son unidades apoyadas, unas sobre otras, en las que las seis caras del paralepípedo que forman están en contacto con el aire del paisaje. La repetición de las unidades sugiere al sujeto-espectador una percepción global del conjunto, la microescala, lo rígido, se desapercibe.
The building trace is next to the Ria edge above a public sidewalk, creating an arcade between the block’s entrance.
El edificio dibuja su planta en el borde, sobre un paseo público, creando un ritmo de soportales entre los portales de acceso a las viviendas.

Up to now, the settlement next to the water edge has been associated with appropriations of natural resources. The industrial revolution expanded this concept with artificial resources, and in our digital era, it is also related to contemporary individual hedonism.
El asentamiento al borde del agua siempre ha estado relacionado con la explotación de recursos naturales. La revolución industrial amplió el concepto con la explotación de recursos artificiales y en nuestra era digital se relaciona también con el hedonismo del individuo contemporáneo.
The inhabited units offer views of both the city and the Ria’s water.
Las unidades habitables ofrecen una vista panorámica de la ciudad en una dirección y de las aguas de la ría en otra.
The inside and partition of the house are fully oriented towards the “pemeo.” It is an attempt to maximize profit from its privileged position.
Las cualidades espaciales y perceptivas del “permeo” en un intento de extraer el máximo provecho de su privilegiado enclave.
The spatial and visual qualities of the “permeo” make the inhabited subject aware of dwelling in relation to the landscape. The consciousness of being perceived by the subject within a “permeo” – micro-scale of the projects- corresponds with the consciousness of “to be in a place” perceived by the beholder in the geographical space.
Las cualidades espaciales y perceptivas del “permeo” hacen ser al sujeto-habitante consciente de su morada en relación con el lugar. La consciencia del “estar” que percibe es sujeto-habitante en un “permeo” (microescala del proyecto) es correspondiente a la consciencia del “ser en situación” que percibe el sujeto espectador en el lugar geográfico.
